GUIDELINES FOR BUSINESS UPON THE SOCIAL DIALOGUE WITH INDIGENOUS PEOPLE
InEcA, LLC has finished developing the Guidelines for business upon the social dialogue with indigenous people (for coal enterprises in Kemerovo region).
The Guidelines were developed within the bound of the project of Natural Resources and Environmental Protection Ministry, United Nations Development Program and Global Environmental Facility «The objectives of biodiversity conservation in politics and development programs of Russian energy sector» (hereafter – the Project) (http://bd-energy.ru).
The Guidelines were developed with the goal to identify the mechanisms and procedures of effective interaction between coal enterprises and indigenous people in the Kemerovo region.
The value of this work is that in the international and Russian practice there were no working examples, related to interaction between industrial business and indigenous people on the different stages of operating process. The Guidelines shows the effective communication algorithm for the period from the project initiation to liquidation. Proposed mechanisms are based on combination of specific features of operating process, implementing the timely environmental and social assessments, risk management measures and taking into account the indigenous people and other interested parties opinions.
There were the discussions between the Guidelines’ developers and interested parties, including representatives of indigenous people of Kemerovo region (Shortz and Teleut people) during the works upon the Guidelines. Received comments were taking into account in the final version.
Two permanent consultants took part in the developing the Guidelines:
•expert in the field of legal issues, the director of the legal centre of Russian Association of Indigenous People of the North (RAIPON) Yuliya Yakel (Moscow);
•expert in the field of issues of forest management; protected areas, traditional land use and indigenous people rights, general ecology, the director of NGO «Agency of taiga research and conservation» Alexandr Arbachakov.
Moreover the final version of the Guidelines was sent to the experts of the Project of Natural Resources and Environmental Protection Ministry, United Nations Development Program and Global Environmental Facility for submission and eventually was highly assessed.
