Strategic envronmental assessment. First stage

“InEcA-consulting”, LLC has finished the works upon the first (preliminary) stage of the strategic environmental assessment (SEA) of the mining development program of Kemerovo region in accordance with the biodiversity conservation tasks.

This work is implementing within the framework of the Project of Ministry of Natural Resources and Environmental Protection, United Nations Development Program and Global Environmental Facility “The objectives of biodiversity conservation in politics and development programs of Russian energy sector”.

The objectives of Project first stage, besides the preliminary works upon executive work group forming, data collecting, terms of reference developing and execution of the contract with subsuppliers, also included analysis of normative legal documents, methodic materials and practices of SEA implementation.

Analysis of normative legal documents, methodic materials and practices of SEA implementation was made with the goal of identification of normative requirements and methodic approaches to assessment of possibility of its implementation within the bounds of the SEA of “Integrated program of social and economical development of Novokuznetsk municipal district”.

Within the framework of the SEA implementation there was planned the economical value assessment of biodiversity and ecosystem services. Technical society “Resources and consulting”, LLC (Yaroslavl): http://group-rc.ru/ was invited as a contractor for this assessment. “InEcA-consulting”, LLC conducted the negotiations with the representatives of Technical society “Resources and consulting”, LLC (Georgiy Fomenko, Maria Fomenko, Konstantin Loshadkin), including following works:

  • conducted meetings, consultations, developed the plan of works upon the economical value assessment of biodiversity and ecosystem services on the territory of Novokuznetsk region;
  • held the discussion of preliminary list of basic data for economical assessment implementation;
  • implemented the discussion of the starting seminar program about role and methods of economical value assessment of biodiversity and ecosystem services in the procedures of the SEA.

During the first stage two educational seminars were organized:

  • March 16-18, 2016 – seminar-training «Implementation of strategic environmental assessment according to the existing international and Russian experience»;
  • May 26, 2016 – seminar “Assessment of economical value of biodiversity and ecosystem services in the procedures of strategic environmental assessment (SEA)”.

Moreover specialists of “InEcA-consulting”, LLC made two informational presentations, demonstrated during different meetings and discussions with the interested parties:

  • Strategic environmental assessment: common approaches and examples.
  • Strategic environmental assessment of development program of Novokuznetsk municipal district.

The last presentation was made within the framework of Research and Practice Seminar “Biodiversity and coal mining in Kuzbass: new vector of development” on June 9, 2016, which was organized by the Department of natural resources and environment of Kemerovo region and the Project of Ministry of Natural Resources and Environmental Protection, United Nations Development Program and Global Environmental Facility “The objectives of biodiversity conservation in politics and development programs of Russian energy sector”.
